1. Background

PSI/Ethiopia (PSI/E), founded in 2003, is the local platform of Population Services International and has national programs in malaria, child survival, STI, and HIV/AIDS. PSI/Ethiopia promotes products, services and healthy behaviors by using private sector marketing techniques and innovative communication campaigns to motivate the low-income and vulnerable people to lead healthier lives.

Community & Social Mobilization for Prevention of Sexual HIV Transmission (COSM), one of the programs run by PSI/E is implementing a project that aims to reduce sexual HIV transmission and the impact of HIV/AIDS including stigma & discrimination in Afar and Somali Regional States. As part of its intervention in the regions, COSM has recruited indigenous NGOs to integrate the social mobilization campaigns into their existing program interventions.

One of the major objectives of COSM is to strengthen the capacity of those sub-grantees through undertaking various capacity building initiatives.

To this effect, COSM is looking for a qualified agency or individual to design and deliver a five days training on Monitoring & Evaluation to 24 trainees drawn from the two regional states.

2. Objectives of the training

· To increase organizational capacity of the trainees in the area of Monitoring and Evaluation

3. Scope Of Work

Under the guidance and review of PSI – COSM, the implementing agency/trainer will:

· Develop a concise proposal on how the capacity building training will be conducted including detailed content, training methodology, timeline, and expected outcomes. A detailed explanation of the trainer’s academic qualifications and experience should also be included in the proposal.

· Design and conduct the training in a manner responsive to the learning needs of the trainees and other PSI’S priorities as agreed upon.

· Submit a comprehensive and concise training report up on completion of the training program.

More specifically, the training program will consist of the following topics:

· Review progress in implementing projects

· Identify problems during planning & implementation of the project

· Developing monitoring system

· Components and types of evaluation

· Levels of Monitoring & Evaluation

· Progress Report Writing Skills

4. Time Frame and Place

The training is expected to take place between 22 & 26 August 2011 at Adama town.

5. Required Skills

· MA degree in social sciences

· Demonstrated experience in similar trainings

· At least 5 years hands-on experience in adult learning methods and techniques

· Familiarity with financial management policies and procedures of CDC & USAID

· Fluency in English and Amharic

6. Proposals

Concise technical and financial proposals of no more than ten pages should be submitted to PSI/Ethiopia via post not later than 10 days after the first publication of this notice.

Note: It will be PSI/E’s responsibility to arrange the training venue, perdiem and transportation.
